This behaviour is expected. You must open a Command Prompt (click Start /
Run / cmd {OK}), then type ipconfig.exe and press Enter.

You have to run it from the Command Prompt. in the RUN box type cmd
and press <Enter> then run Ipconfig at the command prompt.

The issue here is not with IPCONFIG. It's that when you issue any DOS
program or command from the RUN line, a command prompt window opens, the
command executes, and the window closes when it finishes.

So instead of issuing the command from the RUN line, open a command prompt
window by issuing CMD at the RUN line. Then you can run IPCONFIG or other
such commands without the window closing automatically when they complete.
