"Routing" means to send network packets from one network to another
network. Enabling IP routing on a Windows XP computer tells it to
send packets that it receives on one network connection to its other
network connections. That typically happens when ICS (Internet
Connection Sharing) is enabled: the ICS host computer routes packets
between the Internet and the local area network.
