"The procedure entry point InternetGetConnectedState could not be located in the dynamic link library WININET.dll."
Has anyone seen this

You have the wrong version of wininet.dll.

Did you install any new software?
If not then if may be a virus/trojan that did it.

Compare the version of the file with this database.
