problems with an entry point

I am not able to use IE at all. Whenever i click on it to
open it, it gives me the standard message 'cannot display
page.' So, I recently downloaded an upgrade to IE6, and
when i try to install it, it gives me a message saying
"ie6wzd.exe-Entry Point Not Found. The procedure entry
point InternetGetConnectedState could not be locatedin the
dynamic link library WININET.dll." I have the WININET.dll
file on my computer, but i have NO idea why i cannot
install this program, nor do i know why my IE does not work.
Any help is EXTREMELY appreciated.

You may need to reinstall your IE. The following site

Your WININET.dll file may be corrupt or you have the wrong version.

Check against this database were you can find a newer version.
