Internet Tools Option Denied

When I click "Tools" and then "Internet Options" in my IE
6.0 browser, I get the message "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator."

I am the administrator and can find nothing in
Administrator tools which might cause this situation.

I tried system restore to an earlier date when that
message wasn't there, but same result. Also, I tried to
go to "Start" and then to "Run," so that I could make a
backup copy of the Registry, in case that had to be edited
to solve the problem, but discovered there is no "run"
option available.

This is an E-Machine T2042, with XP Home OS.

The E-Machine support wants me to reformat my disk to
solve this problem. I don't want to do that, since I have
put in many, many hours on installing updates, etc.

Any suggestions?

To unlock the Internet Options, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Delete the "NoBrowserOptions" Binary value

4. Close Registry Editor, restart IE.

Do you have Spybot Search & Destroy installed?
If so>start>programs>SS&D (advanced mode)>immunise>uncheck the 3 items at
the bottom.

REPLY:

Bingo! It was the the last item on the immunize page of
Spy Bot; it had locked out accessing the Internet Tools
Option within IE. I unchecked that box and that solved the
problem.

Thanks ever so much for all your help. Greatly appreciated.
