Internet Settings - Multiple users

I have a computer which uses WinXP Home and IE6, and is configured for two
users. There's a DSL router, but no other firewall.

The main user's internet connections work fine. But the secondary user's
settings have a problem. For the secondary user, only certain websites can
be accessed. For example, I can log into Google, but the result of any
search is an error message to the effect that there's a problem with the
internet connection.

In some cases, such as Drudge Report, I can get an abbreviated web site, but
with no pictures, and whose internal links produce the same error message as
above.

When I run Tools | Diagnose Network Settings, I get a long error log which
references problems with the HTTP connection and error # 12029

I assume that internet settings are separately set for each user. But how
can I examine each to compare, and then where would I make the changes?

Is one of the users using a proxy of some kind?

You could create a scan report for each user and then compare
the reports. E.g. Run... netsh diag gui
