internet options

when I hit tools in internet explorer and drop down to internet options and
then click on it I get a message that says due to restrictions on this
computer operation has been cancelled. How can I get by these restrictions.
Don't know of any changes I have made recently that would cause this.
 
Ask your parents or system administrator what they have done to lock the
system. (-:
