lost access to "internet options"

Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good idea to export
any key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

If you use SpyBot's Immunize feature, then you can unlock in Tools-IE
Tweaks-"Lock IE Control Panel"

Whatdid your system administrator say, when you contacted them? Assuming of
course that someone is administratively over-ridng your indicidual choices,
as is normal in a corporate environment.

State your full Windows version (e.g., WinXP SP3; WinXP 64-bit SP2) as well
as your IE version in your next reply.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(nother) Norton or McAfee application ever been installed on this
machine (e.g., a free-trial version that came preinstalled when you bought
it)?

If you did not change the restrictions, something changed it for you
(or it is broken some other way).

It does not make sense to just change the registry to remove the
restriction or use some other method as a "fix" for the issue and not
know if you there is malicious software afoot or not. You could "fix"
it and be able to access the feature but still be infected and what
good will that do you and who knows what else is broken? How did it
get this way in the first place?

One you know you have no malicious software, if it is still broken,
then fix it - and the best way to fix it on a clean system depends on
your version of XP.

I recommend the following course of action.

Perform some scans for malicious software, then fix any remaining
issues:

Download, install, update and do a full scan with these free malware
detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/

They can be uninstalled later if desired.

To eliminate questions and guessing, please provide additional
information about your system.

Click Start, Run and in the box enter:

msinfo32

Click OK, and when the System Summary info appears, click Edit, Select
All, Copy and then paste the information back here.

There will be some personal information (like System Name and User
Name), and whatever appears to be private information to you, just
delete it from the pasted information.
