I have downloaded explorer 7 it was all fine and then suddenly last night I
found that when I select tools and internet options I am recieving a message
" This operation has been cancelled due to restrictions in effect on this
computer see administrator " I am an administrator and the same is
happening on my husbands sign on also, so neither of us can access internet
options

Make sure you check the HKEY_LOCAL_MACHINE and HKEY_CURRENT_USER branch of
the Registry. This may also be indicative of a virus or other malware
infection. Use a good quality malware/anti-spyware scanner and ensure your
antivirus software is up to date.
