internet optimizer

I have no idea how this junk of what ever it is got on my puter but i cant
delete the program from my PC. i have looked in the "add/remove programs" and
it is not located there. the file folder is located in my C:\program file
folder. when i try and delete the folder, says that i do not have access or
the program is running. how do i get rid of this thing? any and all
assistance is appreciated
