internet links open explorer, not browser

Recently, when I click on an internet link (in Outlook Express or any doc),
the default action is to open Win Explorer, not a browser (I use IE 7,
netscape & firefox interchangably, although the default browser is Netscape).
I have tried going to Folder options and checking default action (set to
"open" and app is Netscape). I even changed the default to IE but it didn't
work. Can anyone help? I didn't change anything manually when this started.
