Look in the antivirus's settings for a firewall (you may be running two
firewalls) and/or proxy settings.

Some things that are missing from your post that would enable us to help
you:

The name of the Mystery Antivirus program
The version of Vista you are running (Home Basic/Premium Ultimate, etc.)
The version of IE you are running (IE7 or IE8)
Whether you can get to the the Internet with a different browser such as
Firefox

A quick look at Bullguard shows that it has a firewall component. If you use
it, make sure the built-in Windows Firewall isn't running too. It is
possible that Bullguard uses a proxy server for some of its security
settings. You should make sure you've configured it to work with your
network or disable it.

It is obvious that the installation of Bullguard is the cause of your
problems so you will need to look there. Questions about how to configure
Bullguard should be answered by their tech support, any FAQs that may be on
their website, or post in any user forums they may have.
