Running Windows XP Home

Have just opened a new user account and when attempting to use the internet
a blue screen appears and the tab reads... "customize your settings" also in
the address bar this is what shows up " http://runonce.msn.com/runonce2.aspx."
Any idea what this means? The internet is working fine as I can use Google
for example but MSN is a no go when I click on the IE icon in the start menu.

This the default home page but for somehow got screwed don't ask me how?.
Try to set a home page for that user and set the security on the IE browser
and it will go away.
To do that while on the page opened click Tools >> Inernet Options.
On the IE properties window under General Tab you will find an input text
box for the home page put the web address you like to set as home page say
like http://www.msn.com
In the registry you will find it:
[-] HKEY_CURRENT_USER\Software\Microsoft\windows\runonce =
HTH.
