Customize Settings - Runonce

Can someone tell me how to stop getting the "Customize Your Settings" tab
when I bring up IE7? I want IE 7 to go immediately to my home page but I
keep getting the ''runonce.msn.com/runonce2.aspx URL and the Customize Your
Settings tab. When I click on the home icon I get to my home page. Thanks.

Home page setting changes unexpectedly, or you cannot change your home page
settings:
