Internet Explorer Won't Open

Whenever I try to open Explorer, it will open for a second
and try to load my homepage, and then close and a File
Download box will open. It attemps to download a file
called "/ from pvponline[1].htm" (without the quotes), but
an error message comes up saying

"Access to the specified device, path, or file is denied"

and the title bar reads

"C:\Documents and Settings\Administrator\Local
Settings\Temporary Internet
Files\Content.IE5\01234567\pvponline[1].htm"

I am using Windows 2000 with all the latest updates as of
November 19, 2003.

Also, when I browse through folders, I can no longer see
the bar on the left showing information, even though the
option is selected in the Folder Options diaglog, and
Outlook Express will open, but I cannot open E-mails.
