Have you tried to do a repair/reinstall of the Win98 system? If you can't
access the links from the internet on your machine, print them from another
machine and use to run the repair/reinstall on yours and see if that helps.
If Mozilla is doing the same thing, then it is may not be an IE problem.
Also, follow the instructions under the Scumware below to remove any malware
or hijackers that may be causing the problem.
How to Repair Windows 98
Be sure that your AV and firewall is disabled before starting. Also, if
access it restored go to the Windows Update and reinstall any needed updates
and patches:

Scumware:
If you can't access the sites to download them programs to the affected
machine, download them to another machine, copy them to a floppy or burn
them to a CD, then and copy to the affected machine, install and run them
there. Print out all instructions so that you will have them at hand. As
soon as you can get Internet access, update the AdAware, and SpyBot and run
them again.
Run the programs below in Safe Mode with Hidden Files enabled. Some forms
of malware can replicate itself repeatedly if not removed properly, so even
if you have already run some programs, run them again according to the
innformation below. Follow all instructions carefully:
First, Clear the TIF's and empty the recycle bin:

(The TIF size should be set to 50-60 MB. Larger caches tend to be more prone
to trouble)
