Internet Explorer toolbars not functioning as they are supposed to

Something crashed my computer, and as I've tried to fix
it, Internet Explorer has messed up on me. I want to re-
customize the toolbars, but it won't let me. I right-
click and get the 3 toolbar names (and those are
unclickable and grayed out) and under that it says "View
Text Labels" or something to that effect. And that's all
there is. No customize option or anything. Not "Lock the
Toolbars" like there used to be. Anyone know how I can
fix this?
