Internet Explorer Scrolling Problem -- TIA

I know this was posted here a while back but I've not been able to find
whether the issue was ever resolved.

After installing update KB824145 to Internet Explorer 6.0, the scrolling
features within IE are not functioning properly, i.e., when you try to
scroll one line down it skips to the third line down. Same way with the
page down. I uninstalled the update and the problem went away.

If there has been a solution could someone repost it? I'd like to keep my
software current but the scrolling problem is just too annoying.

I've read in this NG and others that this is a flaw in IE6. But if you click
close to the slider it will scroll one page, but further away more pages.
Microsoft did this purposely but didn't know it was going to cause so much
headaches.
