Internet Explorer not working, and I'm stuck

For whatever reason, my Internet Explorer doesn't work. I've tried a
whole raft of things that I got from my OEM to repair it, but nothing
works. I think I'm to the point where I have two choices: either do a
complete disk format and reinstall of Windows, which I've gone through
once and don't want to do that, or do one of those Internet Explorer SP1
reinstalls that installs from an .exe file that I got from the Microsoft
Download Center.

I use another browser, which enables me to work around most of the time,
but some websites require Internet Explorer, and of course I can't do
any Windows updates without it.

If I install IE this way, is it likely to work or will it probably screw
me up worse than I am now, and should I uninstall the Windows component
first or should I do it on top of the (bad) IE that's there now?

Are you saying that IE does not launch at all? But you have the IE icon? Any
error messages, screens, etc? Any details would help. Sreenshots a plus, if
they show anything.
