"Internet explorer cannot download"

I started getting message that the "interneet explorer
cannot download xxx from site yyyy" How can I fix?

Hi Henri,
I followed the link and the instructions and the same
download problem exists. It looks like the download
starts but it always "fails" at the same place. It does
not matter if I am saving a smple html page to
downloading a patch or program, etc. I'll post this anew
with attention to MS this must be a webwide problem other
people are reporting it now.
