Internet Explorer cannot download files

I am unable to download files from the internet. The "File
Download" window opens and says "Getting File
Information". But after some period of time, I get an
error window (although it's not called "error") with a
white on red X that says "Internet Explorer cannot
download xxx from xxx. Internet Explorer was not able to
open this Internet site. The requested site is either
unavailable or cannot be found. Please try again later."

This happens no matter what I try to download, so clearly
I know the site is available and can be found.

I'm using IE 6 service pack 1 on Windows XP Professional.

Does anybody know what might be causing this problem?
