Internet Explorer can not reinstall - errors I get

I was following the instructions in Article 318378 regarding Reinstalling IE 6. It downloaded ok but it will not install.
The first error I get is:
"The software you are installing has not passed Windows Logo testing to verify it compatability with Windows XP. This software will not be installed. Contact your System Administrator." (Then have to click OK)
Then next error is
Windows Update: Internet Explorer and In
"Setup was unable to install all components. Please close all applications and try running setup again. OK Help" (tried at least five times to reinstall it
Clicked on Help and it said "It appears you have the correct setup files, but the installation failed. Try closing down all othe
programs and try running Setup again. If that still does not work, contact Microsoft Product Support Services for additional help.
Also in the article it told me to run "sfc / scannow" well when I try that the screen just flashes and nothing happens
I can not reinstall Windows XP at this time because I can not get my CD-R to work properly. (I need it to save my folders on a CD before reinstalling Windows XP again. I am trying to avoid that at all cost. It was a real pain when I upgraded to Windows XP. If I had it to do over I would never ever got Windows XP
Can anyone help me get this problem resolved
Also, when I click on my Internet Explorer icon on desk top a web page opens as normal. Do not understand what the problem is.
