internet explorer and msc

for some reason, windows won't recognize that I have installed ie6 on the computer so I can't use the microsoft services console. Says I need to have ie 5.5 or newer version. I had removed it in the past but downloaded ie6 sp1 and installed it. Doesn't recognize it. I can go into the ie file and get the browser to work by clicking on the icon, so I know its there. Is something keeping it from being recognized by windows....does it need to be listed in some file somewhere?
