internet explorer 6.0

I just got a new home system , and in setting up and configuring my
new system , I must of changed something but not sure what I did . My
OS is xp home. In internet explorer 6.0 . When I click on
tools/internet options, I get a window that reads ( Restrictions ) x
this operation has been cancelled due to restrictions in effect on
this computer. please cantact your system administrator. How do I get
back my internet options menu's? Thank you for any suggestions.
