internet Connection

I can connect to the internet but software whether it be
IE or e-mail or whatever cannot! all the signs are that i
am connected. I get the Tiscali screen coing up but
nothing will connect. I wonder if Huner keylogger is the
problem as it was the last program installed. Removing it
has not helped nor has re-installing XP. Any ideas
