Downloading emails from an isp too utlook

My Outlook 2003 version 11.0.

I have used tiscali.co.uk a san isp for some years. After recent
internet/email connection problems the tiscali/modem software was deleted and
reloaded with some differences under guidance from tiscali support. This has
made the internet connection fine but the automatic transfer of emails from
the tiscali email web site now does not happen. I still get emails loading
into outlook from another isp. I can send emails from outlook and when i go
into tools and run the connection test it comes back with the message that it
works but no email gets further than the tiscali email site.
please someone help!

To the messages sent via the Tiscali account move to the Sent Items folder?
If so, then Outlook did send them and something downstream from Outlook is the
source of the problem. That "something" is either an application, like an
antivirus email scanner, wedges between Outlook and your mail server, or it's
the server itself. In neither case is it an Outlook problem.

If, however, the messages remain in the Outbox, compare your account settings
carefully with the settings Tiscali provides on its help web pages. What
happens when you use the "Test" button in the account settings? Any errors?
If so, what is the exact text of those errors?
