send email from outlook when on a wifi lan

When connecting via broadband and a landline outlook send and receive worked
perfectly. Now I have moved and have to use a wifi lan. this works for
everything except outlook. It will not send my emails and it is continually
trying to do so and a box keeps popping up telling me so. There are no
emails to send as I have deleted them all as I have to use webmail, My ISP
is Tiscali HELP!
