Internet Connection trouble - puzzling

I am running off windows XP and recently had a problem
with my internet connection. I am able to connect to the
internet but the connection is not recognized by the
system. In other words, I establish an internet
connection and cannot open any website. I've even tried
updating my Norton Antivirus 2003 and asks that I
establish an internet connection before it can update. I
have not recently installed any programs or changed any
settings that could lead me to believe this is the source
of the problem. I've tried dialing up through a modem and
using a DSL connection, both connecting successfully, yet
the system does not recognize it. Although the internet
connection icon is display in the notification area (next
to the clock). I tried the DSL connection on another
system on the same phone line and worked successfully
thus I do not believe it is the DSL or modem, rather the
system.

I would appreciate any comments and/or suggestions.

Depends on many issues. For starters....

For most users this works:

Lan Settings - Proxy Server - Disable (Line 253)

Manual: IE/Tools/Internet Options/Connections/Lan Settings. Uncheck Use a
proxy server.....

Rename your hosts file: Go to: Windows\System32\DRIVERS\etc.
