Internet connection stops responding two

Running XP SP2 On a Dell Dimension 8200 with Dial-up connection.
The Task Manager reports the connection is not responding.
I must end task and redial to get back online.
This doesn’t effect the rest of the system.
I get one error in the System Event Log and three in the Security Events Log
that are listed below.
When I run IPSec monitor snap-in to further diagnose the problem I get a box
titled (I P Security Monitor) that states:

The Following Error occurred while contacting the server XXXXXXXX:
The Binding Handle is Invalid.

The XXXXXXXX is the ID of this computer.
How do I fix this problem?

I am having the exact same problem, desktop dell with wireless connection - I
have the exact email account settings as on my laptop, which work, except i
have a belkin and an addition of AEGIS - not on a network. I spent an hour
with my provider - one time with norton disabled i was able to get mail but
not send -- but this morning with norton disabled, get same message 615
