I get the following event quite often in my Event Viewer under Security:
Event Type: Failure Audit
Event Source: Security
Event Category: Policy Change
Event ID: 615
Date: 8/21/2006
Time: 3:12:44 PM
User: NT AUTHORITY\NETWORK SERVICE
Computer: ROSS-207086
Description:
IPSec Services: IPSec Services failed to get the complete
list of network interfaces on the machine. This can be a potential
security hazard to the machine since some of the network interfaces
may not get the protection as desired by the applied IPSec filters.
Please run IPSec monitor snap-in to further diagnose the problem.

Is this significant? That is, should I be concerned? If so, what can I
do about it?

The indicated page at <http://go.microsoft.com/fwlink/events.asp> is
worthless for answering these questions. I ran the MS Management
Console and created IP security policies, but I'm not sure how use this
to fix the problem.
