Internet Connection Firewall

I have turned off my Internet Connection Firewall for my main network
connection but every time I reboot
I see that the Internet Connection Firewall is checked/Active. How do I turn
it off permanently?

Disable the ICF/ICS service in the Control Panel > Administrative
Tools > Services.
