IE\Properties\General\Delete Files. Also when you select Delete Files you can put a checkmark to Delete all Offline Files also.

So what is it that you do not comprehend.

does one "...try IE\Properties\General\Delete Cookies and Delete
Files with a checkmark put to Offline files"?

[Hint: if a less-than-expert user tries the above they will fail.]
 
The jerk is implying that the average person does not know enough to press
"OK" after putting the check in the box to delete all off line content. I
give people (well maybe not him) more credit than that!
