internet access for guest or other network users

im having a problem with win xp home. i can connect to
the internet when logged on as administrator and other
users on home network can log on while i am connected.
but if not logged in as administrator - no other users
can get internet up. explorer will just display page
cannot be displayed message.

Normally guest users do not have the rights to dial a connection to get
connected to Internet.
