user account unable to connect to wireless network

Hello,
I am trying to enable a user account to connect to my wireless network
and my internet connection (via router). Equipment is Belkin PCMCIA
wireless adapter on laptop running Win XP Home (SP2).
When the user logs on (as user account) the PC card does not light up
and; therefore, will not connect to the network. If I log on as an
administrator, I am still unable to connect to the network aswell. If I
restart the laptop and first log on as the administrator, then switch user
to allow the user to log on, the connection will continue and the user will
be able to connect to the network and internet.
If I change the user to an administrator, the connection works fine but
when I change them back to user access only, they are unable to use the
wireless card. I am unwilling to change the user to administrator group as
they do not require the access to the full network and system files, but do
require access to the internet and some files within their permissions.

How do I fix this problem within XP?
