instll stalls

When I get to 13% of components registered, the installation stops. How can I get passed and if I should have disabled antivirus before, how can I now get to it to disable it. I'm only halfway installed and installation starts immediately with restart. Thank you.
 
check your hardware , such memory or cpu etc
it should be hardware problem
