Error Installing .net3

I am tring to get Excpression Web installed, but it wants to Install .net3.
During the .net install, I get an error that Windows Communication Foundation
is not instlled and it stops.

I tried to download and install .net3 without Expression Web and get the
same error.

There are several .net uninstall tools.

Here's one, which would be applicable if you'd ever installed a pre-release
version:

and use his removal tool if the above one does not seem applicable to your
situation.

Removing via these tools, then reinstalling, is the course I believe I've
needed in the past for this kind of issue.

(fwiw, this forum, microsoft.private.security.spyware.install, is normally
for the support of Windows Defender, Microsoft's antispyware application.
