Installshield that doesn't!!

Big problems! Can download Windows Updates OK, but they
refuse to install - it just hangs. Did a test of one 53K
download, left it to install all night - it took 4 hours!
No viruses on system, switched off AV and Firewall (after
downloading!)but no change. Can't install programmes from
CDRoms, either! Same applies - Task manager says Install
running but CPU says 2% useage and nowt happens! Have
downloaded Installshield ikernelupdate.exe, installed it
(which hung for an hour!)but no luck. Any ideas?? Thanks
