Installing XP SP2 on new HD - computer reboots to "step 1" (the very
beginning of the XP install process)

I have a virgin Windows XP SP2 disc (just rec'd replacement from Microsoft).
I am installing it onto a new 250GB Seagate HD. Regardless of what I do,
after the CD first boots up and examines the HD, Partitions & Formats the HD
and begins to do the XP install - as soon as we reach the "your computer will
reboot in 15 seconds" step, when the computer reboots we're back at step 1:
that is, the XP install starts from the very beginning, repeating all the
steps it just performed.

SP2 for xp is only an "update" for the OS,a new hd,& a new SP2 cd doesnt
qualify for an installation of SP2...First install the XP operating
system,once thru
open update,thier are about 20-35 updates before SP2 is offered.Once offered,
either update thru windows update,or install the SP2 cd.After that
install,thier
are about 30 or so updates to follow...

The Disc I am using is a copper-colored holographic imaged Microsoft Windows
XP Home Edition OEM disc (e.g. "for distribution with a new PC") it is
labeled "Includes Service Pack 2". Microsoft assures me that this is the XP
installation disc and not just a SP2.

Andrew is known for providing useless posts. If it wasn't an actual
installation CD it wouldn't get as far as it is.
Is your hard drive listed in the boot order in BIOS?

Yes the New Drive on which I'm trying to install XP appears in the BIOS Boot
order list.
