Installing USB Mass Storage Device

Whenever I connect a USB flash disk to my computer. I have to go though the
whole process of 'Found New Hardware wizard'. It is successfully installed
every time but it takes a long time and it's an annoyance.

On other computers I use, a few balloons pop up for a few seconds and that's
it. Does anyone know how to get windows to install USB drives quickly as most
other computers seem to do?

Probably someone prevents some write accesses to the
registry or reverts them later.
Any voodoo software as Norton 360 installed?
