installing recovery console

Does anyone know how to install the recovery console on
Win XP Pro when you can't login to the system, and can't
get into safe mode because of this?

Set the BIOS to boot CD before Hard Disk. Boot the XP CD and, instead
of Setup, take the immediate R for Repair. Assume any password
requested is blank, and TAB over,.

You are then at the recovery console, as run from the CD
