Installing errors

I am installing a pro version of XP from ME and I keep getting the same error once it reaches the install phase.

Cannot load C:\windows\system\qtw16.cpl. Error 31 (Error=3D31(1fh))

Error: sxs.dll:syntax error in manifest or policy file
F:\i386\asms\6000\mjft\windows\common\controls.man on line 0 Error:
Installation failed: F\i386\asms. Error Message:manifest parse error:
invalid at the top level of the document Fatal Error: one of the
components that windows needs to continue setup could not be =
installed.
Manifest Parse Error: Invalid at the top level of the document

I want to do an install without losing all of my old files. Is there any way to do this?

A "Manifest Parse Error" is indicative of a bad CD. Use the
original Windows XP installation CD. If you are using it,
then request a replacement.
