installed a program but no one can use it, but the installer!

wow. this is driving me crazy. I want to be able to
install a program from one user and let the other user
accounts use the program file.

ie - i install a game (diablo), but no one can use the
game, excluding me.

how do i fix this problem??

Change each user to have administrative priveledges.
Log in as each user and install the game.

You might also want to try the "run as" feature where the game can
be run as a different user than the one currently logged in.
