I want to install/upgrade my laptop to Windows XP Pro. I
have a disk that I used on two of my desktops. A message
claims I have reached my limit on istallations. How do I
get permission from Microsoft to be able to use this on my
laptop?

You don't You've already installed once more than you're allowed
to.

The rule is quite clear. It's one copy (or one license) for each
computer.

There's nothing new here. This is exactly the same rule that's
been in effect on every version of Windows starting with Windows
3.1. The only thing new with XP is that there's now an
enforcement mechanism.
