I have XP Home on computer A. I bought XP Pro, and
want to install it on computer A. Then I want to
install the XP Home on computer B. Both versions are
OEM disks. Rather than doing a clean install on
computer A, I want to do the recommended upgrade to
keep my settings and installed SW.

Is this possible? And legal?

Don

Don;
OEM is normally permanently tied to the first computer installed
regardless the condition of the computer.
Read your EULA for details.

OEM can only perform a Clean Installation, no upgrade.

Additional note to the OP...
Your XP Pro OEM will not upgrade the computer A, you would
have to do a format and then do a clean install to get XP
installed, then reinstall all your applications and data.
The OEM XP Home would have the same problem installing on
computer B, in addition if the OEM CDs you have are not
branded as Microsoft, but some company such as Compaq, Dell
or whatever, they may not install on a different mobo/BIOS.
And as you asked and were told, the EULA makes all of this
illegal and improper.

It's neither possible nor legal.

An OEM CD cannot be used to perform an upgrade, only a clean
installation. Further, an
OEM license, once installed, is not legally transferable to another
computer under any circumstances. You can remove or replace it, if
you like, but you can neither reuse it on a different computer or
resell it.
