replaced crashed HD with one from another computer. Has Me
on it can I reinstall xp over it?

Most Likely as long as it has enough space for XP and everything else
you want to put on the HD, and your computer specs meet that required of
Windows XP.

I think it would be a better idea to do a fresh install. I tried an
upgrade from Win2k, and it worked, but the fresh install works better.

Only if it was a retail version of Me. OEM versions are not allowed to be
moved to other computers, and would probably not have the stability in this
case as a clean install of XP.
