install requires reinstallation of office xp

i am installing full version windows xp and did the files
and settings transfer both ways. however, none of the
windows programs, office, frontpage,etc transfer and
require a complete new install with activation.

is there a way around this? does the upgrade allow you to
upgreade the windows 2000 directory

You transferred the files and settings.
As the name implies it only transfers Files and Settings, the
applications need to be reinstalled.
