Install old update over newer SP

I have a CD of a product that also install pre-SP4 updates
for 2000 server. I run it over 2000 server + SP4.

Is it guaranteed that older updated will not override
newer SP4 files/registry/etc.?

It really depends.

If the developer of the product is using our update.exe (post SP2) to
install the hotfixes, then you have nothing to worry about. The hotfixes
won't install when update.exe detects a newer version. This is probably
how the developer is deploying the fix, however you can never be sure
unless you test it out.
