Install of SP4 brought internet speed down to a trickle

After installing SP4 my internet speed is reduced to
almost nothing. I can ping from a CMD prompt and get
normal speeds through cable connection, but all
applications that connect to internet are ridiculously
slow.

My cable provider said its a bug in SP4 and to look at
Article 327194 for a fix. But there is no description
for this problem.

Really would appreciate any advice!

Under the relase notes there is a list of Known issues and 1 of them
Particularly fro Internet Explorer issues.
This talks about IE not working after you upgrade to SP4 if you have Norton
Internet Security 2001 or Norton Personal Firewall 2001 Is Installed.
