'inst.PathName' is null or not an object

Anyone know why when I run Help and support center then click Use Tools to
view your computer information and diagnose problems then click Advanced
System information then click view running services I get 'inst.PathName' is
null or not an object. I know C:\WINDOWS\PCHEALTH\HELPCTR\System\sysinfo
\sysServicesInfo.htm isn't corrupt as I compared it to my daughters and it's
the same size etc.

The file %windir%\PCHEALTH\HELPCTR\OfflineCache\index.dat is probably
missing. See if you can restore it from the setup cd with msconfig's "Expand
File" button.

Nope the file is there

my problem was very difficult to find, restored multiple times, etc.
%systemroot% wasn't defined in the system level environment variables.
check %windir% points to %systemroot%. I used filemon to track down
the path errors. very difficult bug but very satisfied that it is now
working.
