XP Help Center wil not Run

The Help Center (Helpctr in PChealth/helpctr.binaries) will not execute.
From the Start/Run,
From the Start menu
or by double click directly on the icon of the exe.
Checked all the Registry entries in Kelley site.
and compared to a machine near that works fine.
Checked all the KB items for 896356 update which is installed
Cheched and tried listing Helpctr as an exception as per 873158
Replace module helpctr with one known to work as it has to be done in
the servicepak,system32/dllcache and helpctr/binaries.

It won't run! Scratching head??

I would check and make sure that the Help & Support Center isn'
disabled. If the service is disabled the Help & Support Cente
(helpctr.exe) will not start.

Go to Start > Run. Type in "services.msc" (without the quotes).

When you are in the services manager, find the Help & Support service.
Select it, right-click it, and select "Properties" from the pop-u
menu.

Make sure startup type is set to "Automatic" or "Manual", no
"Disabled". If it isn't set to "Automatic" or "Manual" then selec
which one you prefer.

Then click the "Start" button.

Click "Apply", then click "OK" to close the dialog.

See if that helps

Yes the Help and Support service is running.
Forgot to list that.

You could try the following:

START MENU/HELP AND SUPPORT DOESN'T WORK:[/B] GO TO START/RUN AND TYP
IN: *-HELPCTR -REGSERVER-* AND START/RUN/CMD: *-REGSVR32 /
HHCTRL.OCX.

To reinstall Help and Support:* Go to C:\Windows\inf\pchealth.inf
Right click and choose install. Have your CD handy.

*Note:* -The folder is hidden by default-. Go to Start/Run and type in
*-control folders-*. View: Show hidden files and folders and unchec
Hide extensions for known file types

Did most of these things as they are suggested in Kelly's corner.
However did them again here just to be sure.

--- the start/run helpctr -regserver Runs but shows nothing.

--- the Regsvr32 /u gives a successful u ninstall of hhctrl.ocx
but why you suggest this is unclear?

the reinstall of help and support via pchealth.inf (install) appears
successfull
no errors.

the Help and Support Center won't run by any method to start it.
double click it right in its folder should eliminate path problems but it
doesn't start, no errors, system or application events. Help and support
service is running.
Still scratching head??

I don't know why it isn't working, unless there is a Group Policy in
place to restrict the Help & Support Center from running.

This is a XP Home system, so no Group Policy editor on it.
But that doesn't mean that a group policy didn't get set
when the updates went on. The DCOM access and security policy
for Help and Support are set to allow local access, but I guess group
policies can override that, and Dang I don't know how to tell what
all those bits mean with out some help like a GPE would do.

Since the install of the the Help with pchealth.inf didn't fix it,
I doubt and upgrade inplace reinstall of XP will fix it. They both
run off the same xml spec document.

Still Scratching head.
